The phrase hit the ground running is used in reference to someone being knowledgeable and experienced enough to be able to operate or do their job immediately from the very first moment that he/she begins.
Example:
The former state Senator who won the recent congressional race would be able to hit the ground running for the most part because of her many years of experience in the legislature on the state side and the numerous contacts that she had on the Hill already.
